Not really. Glados hints at chaos going on in the outside world, which makes me think that it occurs at the same time of the beginning of HL1

Portal and Half life are in the same universe, Don't believe me go to the Half life wikia! And they are relivant to each other, in Half Life Ep 2 borealis, a ship made by Aperture science!

well since both portal and half life are made by the same company (VALVE) it's a safe assumption that appature and black mesa existed in the same universe.

If anyone has played Half life 2: Episode 2, you would know that at the end of it they mention Aperture Science. Also in Portal near the end where your go inside the offices, you will see a room showing a competition chart between Aperture and Black Mesa, so my theory is that Portal takes place a few years before Half life, but if you think about it, Half life 2 has portals (transporter if you wish)in the and end HL2 and HL2:E2. (The combine use them to transport the aliens.)

but aperture science is in the same universe, though it is not known what time portal takes place... so portal could have happened before during or after and we will never know unless it is mentioned in portal two...

No you don't.G-Man 'abducts' Gordon Freeman at the end of Half-Life.He tries to force Freeman to do something or other, but a group of aliens interferes and Gordon materializes aboard the train to City 17.This train comes from some other City, but not Black Mesa.
